Thomas Howard, 21, was killed Sunday according to the Texas Department of Public Safety when he was driving a pickup west on Farm-to-Market 466 at 4p.m. Mr. Howard failed to stop at a stop sign at Texas State Route 80 and hit another pickup driven by Justin Kirkland.

Mr. Kirkland suffered broken bones and his passenger, Herman Anderson, was also injured. Mr. Howard declared dead at the scene, and was not wearing his seat belt. Both men that were injured were taken to University Hospital.

The Centers for Disease Control and Prevention reports that 85 percent of adults use safety belts, compared to only 81 percent of travelers in 2002. Overall, seat belt use has risen dramatically since 1982 when the usage rate was only 11 percent.
